Planning Delegated Committee Meeting recap

On Wednesday 8 February 2023, at Ballarat City Council’s regular Planning Delegated Committee Meeting, Councillors considered the following matters.  

• The Planning Scheme Amendment, sites for permanent heritage overlays.  

• Interim Heritage Overlay, 17 Holmes Street.  

The Planning Scheme Amendment, sites for permanent heritage overlays  

The City of Ballarat’s officer recommendation was to request that the Planning Delegated Committee initiate an amendment to the Ballarat Planning Scheme to introduce five site specific Heritage Overlays.  

• 89 Magpie Street, Golden Point 

• Mossmont 1207 Winter Street, Buninyong 

• Manse, 201 Melbourne Road, Brown Hill 

• Bournedale Selkirk house and garden, 618 Howitt Street, Ballarat North 

• Victory House, 742 Geelong Road, Canadian.  

Councillors voted in support of the recommendation. 

Interim Heritage Overlay, Holmes Street 

The City of Ballarat’s officer recommendation was that the Planning Delegated Committee advise the Minister for Planning that 7 – 19 Holmes Street Ballarat Central has been identified to be of local heritage significance and apply an Interim Heritage Overlay.  

The recommendation also stated that the Planning Delegated Committee seek authorisation from the Minister for Planning to prepare a Planning Scheme Amendment to apply permanent heritage control.  

Councillors voted in support of the recommendation.
