The Community Vision 2025–2035 sets a bold and inclusive direction for Ballarat as we grow into a safe, sustainable, innovative, and welcoming city.
Developed through an extensive community engagement process where we heard from over 1,700 people and the deliberative engagement process that involved a panel of 43 residents representing the broad diversity of the community. This Vision reflects the aspirations of our community and guides how we shape our city over the next decade.

This Vision is more than a plan, it is a long-term commitment to shaping a city where everyone belongs and has the opportunity to thrive.
Integrated strategic planning and reporting framework
The Community Vision 2025–2035, adopted at the 25 June Council Meeting, is the guiding force behind the City of Ballarat’s Integrated Strategic Planning and Reporting Framework, as required under the Local Government Act 2020.
The Vision shapes the development of key documents such as the Council Plan 2025–2029, Financial Plan, Asset Plan, and Health and Wellbeing Plan. By aligning these strategies with the community’s long-term aspirations, the Vision ensures that Council’s actions remain focused, coordinated, and responsive to the needs of Ballarat’s people.
