Incorporated documents

The Ballarat Planning Scheme comprises not only ordinance and maps, but Incorporated documents also. These documents should be referenced as appropriate when preparing a planning permit application.

All Incorporated Documents are listed in Clause 72.04. These documents are incorporated into all planning schemes state-wide. Locally specific Incorporated Documents are listed in the schedule to Clause 72.04 and may be accessed below:

Background documents

In addition to the Incorporated Documents listed in Clause 72.04, ‘Background Documents’ are also listed in Clause 72.08 of the Ballarat Planning Scheme. These documents are listed in all planning schemes state-wide.

Background Documents do not form part of the planning scheme and as such cannot be given weight when assessing permit applications. A background document may:

Have informed the preparation of, or an amendment to, the Ballarat Planning Scheme;
Provide information to explain the context within which a planning scheme provision has been framed; and/or
Assist with understanding the planning scheme.
