Road Ownership & Responsibilities

The Road Management Act 2004 sets out the responsibilities and obligations of road authorities generally. Road authorities include VicRoads (state authority), councils, and a number of statutory authorities. The Local Government Act 1989 includes additional responsibilities for municipal councils who are responsible for the management of local roads within their respective municipalities.

Local roads are roads other than state arterial roads, roads on crown reserves and private roads. All of these roads make up the road network and are taken into consideration when defining a road hierarchy. VicRoads is the road authority responsible for the arterial road network.

In the municipality of Ballarat there are approximately 1,340km of public roads. Council is responsible for maintaining just over 1,200km of these roads (worth almost $500 million of road assets) and VicRoads are responsible for the remainder. All arterial roads (freeways, highways and main roads) are managed by VicRoads, and all local streets, collector roads and link roads are managed by Council.

Road Maintenance

Maintenance of these roads occurs each year through various methods, such as major patching, filling of potholes and grading of unsealed roads. If you have an issue with a road and are unsure whether it belongs to Council or VicRoads, please contact Customer Service on 03 5320 5500 or VicRoads on 131 171.

Road Management Plan

The Road Management Plan 2009 demonstrates Council's undertaking and methodology to manage the road network under its control. The Road Management Plan documents the types of road infrastructure, such as road pavements, gutters, footpaths, bridges, major culverts for which the City of Ballarat is responsible for. The plan also shows the maintenance intervention levels, the methodology of inspections, the rectification response and documents the hierarchy of roads and paths throughout the municipality. The City of Ballarat Road Register (see PDF links below) documents the status and types of roads with regard to hierarchy and inspection/intervention levels.
