NEW PUBLIC HEALTH & WELLBEING PREMISES INFORMATION



Registration

Under the Victorian Public Health and Wellbeing Act 2008 all prescribed premises must be registered with the relevant Local Government in order to operate. Prescribed premises are the following;

  • Hair Dressing
  • Beauty Therapy or similar business
  • Colonic Irrigation
  • Tattooing, ear piercing or any other process involving the penetration of the skin of a living human being
  • Accommodation (i.e. hotels, motels, B&B, caravan parks etc)

NOTE: It is an offence to operate one of the above premises without registration and the City of Ballarat may prosecute prescribed premises operating without registration.

New Businesses

Once you have decided to go ahead with your new business it is recommended that you contact our office to discuss your business proposal.

A Public Health and Wellbeing construction guideline has been developed to provide new and existing personal care and body art industry premises with a summary of their responsibilities under the Victorian Public Health and Wellbeing Act 2008.

A copy of your premises plans must be submitted to this office prior to commencement of construction works. An Environmental Health Officer will either approve your plans in writing or contact you regarding alterations and amendments within 5-7 working days.

Additional approvals may also be required therefore below are some of the other units and organisations that contact should be made with when considering opening a new business. Please note this is not an exhaustive list.

Once your plans have approval you have the go ahead to fit out your premises, at which time an application for registration with the prescribed fee must be submitted to the Environmental Health Unit.

After the registration is processed you will be sent a certificate of registration and an Environmental Health Officer will conduct an inspection of your business PRIOR to opening. Registration is required to be renewed every 12 months from the date of the initial registration and random inspections will be carried out by Environmental Health Officers.

Pools and Spas

Any premises tht operates a swimming pool/spa that is available to the public must met the requirements under the Public Health and Wellbeing Regulations 2009.

These regulations govern public swimming pools and public spa pool standards. The potential for outbreaks of infectious disease through the use of pools, if not maintained to the standards specified in the Regulations, can be high.
