The Ballarat Aerodrome Master Plan 2004-2014 has helped guide the development of the Ballarat Airport.

It is common practice to review airport Master Plans every 5 years.  As a result, the City of Ballarat has completed a review of the Master Plan 2004 - 2014 and prepared the new Ballarat Airport  Master Plan 2013 - 2033 with a 20 year horizon. The new Master Plan provides Council with a long term planning framework for the safe, secure, efficient and sustainable use and development of the airport site.

Ballarat Airport sits within the Ballarat West Employment Zone.  With increasing focus on the development of the Employment Zone including the government funded Ballarat Western Link Road, it is important to ensure that all Ballarat West Growth area precincts including the Airport are sufficiently protected from the encroachment of inappropriate development and that adequate land is set aside for future growth. Master Plans assist in this process.

Amendment C74 was approved by the Minister for Planning and gazetted on 1 February 2007. The Airport Environs Overlays, Design and Development Overlays and other recommended planning scheme changes proposed as part of Amendment C74 became effective on this date.
