Approved aged care facility for 30 King Street North and 3-5 Otway Street North, Ballarat East

The Minister for Planning has now approved the Amendment C189 to rezone the land to Residential Growth Zone and to apply the Environmental Audit Overlay. The Minister for Planning has also granted the planning permit PLP/2014/573 for an aged care facility. The approval appeared in the Victorian Government Gazette on 17 March 2016.

The planning permit was approved in line with the recommendations from the independent planning panel which was held on 14 July 2015. These recommendations were adopted by Council on 9 September 2015.

What does the Amendment and Planning Permit Allow?

The Amendment rezones the land from Special Use Zone, Schedule 5 and General Residential Zone, Schedule 1, to Residential Growth Zone, Schedule 1 and applies the Environmental Audit Overlay to the site.

The amendment was combined with a planning permit application (PLP/2014/573) that was assessed concurrently. The planning permit allows:

  • The development of the land for an aged care facility, comprising 105 residential aged care beds and 30 assisted living units
  • Demolition of existing buildings (non-contributory school buildings and tennis courts)
  • Retain and restore the dwelling at the corner of Otway Street North and Gent Street, including the removal of non-original additions
  • Removal and replanting of street trees
  • Reduction of the number of on-site car parking spaces (providing 28 spaces).


What’s next?

The applicant with work closely with Council’s statutory planning department to ensure the plans endorsed are in line with the issued planning permit.
