The City of Ballarat and Central Highlands Water are working together to create forecast plans for infrastructure needs and delivery in Ballarat West, based on current information from developers and input from engineers and planners from both organisations.

The updated forecasts detail when key infrastructure including roads, sewer and water pipelines, and storm water systems will be constructed to service new housing developments in the Ballarat West Precinct Structure Plan.

This consistent set of forecasts provides clarity for developers designing new housing developments and ensures construction processes are optimised, resulting in less disruption to residents and the most efficient use of available resources.

The Ballarat West Urban Growth Zone is the location for the majority of new housing constructed in Ballarat, planned to accommodate the expected population growth of 40,000 additional residents by 2030.

The Ballarat West Precinct Structure Plan (PSP) comprises of 1,000 hectares of Greenfield land available for development in the Carngham Road, Greenhalghs Road and Bonshaw Creek Sub-Precincts. The Ballarat West PSP will provide approximately 14,300 new houses at full development.

The consolidated forecast plans show when Central Highlands Water and the City of Ballarat anticipate constructing key infrastructure from the current budgets and works programs through to 2026. The two organisations will continue to work collectively and update the forecasts annually, aligning with the market movements and development industry expectations.
