Notice of Approval of Amendment
Amendment C95
The Minister for Planning has approved Amendment C95 to the Ballarat Planning Scheme. The Amendment comes into operation on the date this notice is published in the Government Gazette. The Amendment:
- updates the Municipal Strategic Statement (MSS) to introduce the principles and recommendations of the Canadian Valley Outline Development Plan 2005 and to include strategies for development within the Canadian Valley, management of koala habitat and native vegetation;
- includes three new reference documents relating to the Canadian Valley and vegetation and koala management;
- replaces specific local planning policies for Buninyong and Mount Clear with a new Canadian Valley Local Planning Policy;
- rezones various parcels of land within the Canadian Valley;
- introduces a new local planning policy and Environmental Significance Overlay (ESO5) control to support koala and koala habitat protection;
- replaces the existing Schedule 1 to the Vegetation Protection
- Overlay (VPO1) with a new schedule and new areas that have been identified and added to the VPO1 mapping; and
- introduces a new incorporated document that maps koala habitat in the municipality.

Works advice
Council is about to commence the following road works:

To minimise traffic disruption, traffic is encouraged to use alternative routes where possible, as partial road closures will be necessary during some phases of the works. Motorists are requested to approach the area with caution and to observe all warning and directional signage. Inconvenience will be kept to a minimum and your co-operation during this period would be appreciated.

Naming of Moodies Lane
Ballarat City Council and Pyrenees Shire Council have jointly named an unnamed road on the boundary of both municipalities at Ercildoune. The road runs north off Ercildoune Road, and has been named Moodies Lane. The name is effective immediately.

Notice of Road Closure
Come to Life it's Christmas: Friday 27 November
Due to the Come to Life it's Christmas street party to be held on Sturt Street 200 and 300 block, motorists will encounter changed traffic conditions and several road closures in the Ballarat CBD from 5.45 - 10pm on Friday 27 November.
The party will take place on the westbound side of Sturt Street between Lydiard and Doveton sts.
There will be no vehicle access to Sturt St from Lydiard St Sth between 5.45 - 10pm on Friday 27 November. Detours will be in place.
- Vehicles travelling along Lydiard St Nth and Doveton St Nth will still be able to turn left into Sturt St.
- Vehicles travelling west along Sturt St from Grenville St will be able to detour left or right into Lydiard St.
- Parking restrictions on Sturt St 200 and 300 block will apply from 5.30 - 10pm.
- There will be no parking on the westbound side of Sturt St between Lydiard and Doveton sts.
For the safety of all road users, please follow the directions of Marshals and approach all areas with care.

155th Eureka Flag Raising Celebrations - Sunday 29 November
In recognition of the 155th anniversary of the raising of the Eureka Flag, a ceremony will take place on Sunday 29 November at the Bakery Hill roundabout. For the safety of participants and all road users the following traffic alterations will be in place from 10am - 12 noon:
Traffic will be diverted from the Bakery Hill roundabout at the following intersections;
- Little Bridge St and Peel St
- Curtis St and Peel St
- Humffray St and Mair St
- Humffray St and Main St
- Earl St and Victoria St (north and south bound)
- Victoria St and Princes St (west bound)
Access to Victoria St westbound, (between Princes and Humffray sts) will be restricted to only residents and participants from 10am - 12 noon.
Pedestrian access to shops and services is available at all times during these altered traffic conditions and all road users are reminded to approach the area with caution and follow the direction of marshals and police at all times.

2010 Australia Day Awards Nominations Now Open
Nominations for the 2010 Australia Day Awards are now open. Awards will be presented at a ceremony on Australia Day eve, Monday 25 January 2010. Nominations close Monday 30 November.
The 2010 Australia Day Award categories are:
- Citizen of the Year: open to all citizens aged 25 years and older as of 26 January 2010
- Young Citizen of the Year: open to all citizens aged under 25 years as of 26 January 2010
- Community Activity of the Year: open to all events held throughout the 2009 calendar year.

Free Green Waste Service This Weekend
Council is offering an additional free green waste disposal service. The free service is available today and tomorrow. Garden waste can be taken to Council's Gillies Street Transfer Station, Gillies Street South. Residents will be able to dispose all domestic green waste. Green waste must be separate from other waste and loads must not exceed three cubic metres. Residents who bring non-green waste will be charged at normal rates.

Robert Clark Conservatory temporary closure
The Robert Clark Conservatory will be closed from Monday 23 - Friday 27 November to install the summer display. The summer display will reopen from 9am Saturday 28 November.

East Timor Development Community Forum

Learmonth Foreshore Walk and Talk Sessions

Balhausen Bequest Organ Scholarship 2010
Applications are invited for the above scholarship, which offers free tuition for twelve months from Ballarat City Organist Bruce Keck, B.Mus., B.A., T.P.T.C. Applicants should have reached a standard equal to Grade Five AMEB on a keyboard instrument. Applications are welcomed from musicians of all ages. Before submitting an application, applicants are strongly advised to phone Mr. Keck on 5338 1130 to discuss the Scholarship. Applications close Friday 27 November, 12 noon. Positive Ageing Advisory Committee
Council is currently looking for seniors aged 50 years and over to become Positive Ageing Advisory Committee members. Committee members will be ambassadors for Positive Ageing and promote the contribution that seniors make in our community. We want seniors who demonstrate a commitment to improving the quality of life for seniors in the Ballarat community. Applications close Monday 30 November.
