What is a Master Plan?

A Master Plan is a document which outlines the vision and strategic direction of a precinct or area and captures important information that is used to inform the planning process.  Master Plans assist Council in preparing for the future change and growth and they provide the community with information about the intended use and development of an area.

Does Ballarat Airport already have a Master Plan?

Yes.  The Ballarat Aerodrome Master Plan 2004-2014 was published in early 2005 and is available for download on the City of Ballarat website.

Why is there a need to review the Airport Master Plan?

The Ballarat Aerodrome Master Plan 2004-2014 was completed in 2005.  However, it is common practice to review Airport Master Plans every 5 years and as a result Council is now undertaking a review and update of the Ballarat Airport Master Plan.  Undertaking this review provides an opportunity to asses the airport in a contemporary context and to consider any changes to the status of operational or planning issues.

What issues will be considered as part of the Master Plan review?

The Master Plan review will consider such things as future operational requirements of the airport, forecast aircraft activity, facility and infrastructure upgrade requirements, heritage issues, land use planning on airport land and development considerations for nearby land, among other things.

Will the Master Plan consider aircraft noise issues?

Yes.  The Master Plan will include an update of the Australian Noise Exposure Forecast (ANEF) which is a forecast of aircraft noise exposure generated by the airport in the future.  Noise will be predominantly dealt with at an operational level rather than at Master Plan level.

Have Council's plans for the airport changed?

Council's plans for the airport are generally in line with the current Master Plan.  However, the Master Plan review will be looking at whether changes to the Master Plan are required to facilitate opportunities for further aviation growth and investment attraction.

Will the Master Plan change the planning controls that apply to the airport or surrounding land?

There are currently overlay controls in the Ballarat Planning Scheme relating to the protection of the airport which affect some surrounding land.  The Master Plan review will examine whether any changes to these controls are required.  The Master Plan will also examine whether any changes are required to the planning controls which apply to the airport site.

What is the time frame for completion of the Airport Master Plan 2010-2030?

Council aims to complete the draft Airport Master Plan by the end of April 2011 and to finalise the document by July 2011.
