Development Contributions Plan
A draft Development Contributions Plan (DCP) is being developed for the Ballarat West Precinct Structure Plan area. This plan outlines all of the essential Council infrastructure required for the new community including drainage, roads, open space and community facilities. The plan sets a levy which developers will pay to ensure that these facilities can be funded and provided.
Development levies are common throughout Australia. The City of Ballarat is looking at a contribution rate that is reasonable when compared to other growth areas in the state, while still providing the facilities that make Ballarat a great place to live. The levy will ensure that Council’s ongoing investment in infrastructure across the whole of the municipality remains strong. For developers, the levy will ensure every new estate covered by the Precinct Structure Plan is paying the same rate and that the cost of more expensive infrastructure is fairly shared.

Precinct Structure Plan for Precincts 1, 2 & 4
A combined Ballarat West Precinct Structure Plan is now been prepared for Precincts 1, 2 & 4.
The Precinct Structure Plan includes the proposed urban structure and planning guidelines for future development within the Bonshaw, Greenhalghs Road and Carngham Road precincts. The plan continues to be developed and considers comments made by landowners, government agencies and the community between August 2011 and February 2012. The next steps are to finalise the PSP and prepare Planning Scheme Amendment documents for presentation to the Minister for Planning. A development contributions plan is also currently being drafted. Landowners and interested parties will continue to be updated on the process.

About the Precinct Structure Plans
The Growth Area consists of 4 planning precincts comprising of 1,675 hectares of Greenfield land located to the west of Alfredton, Delacombe and Sebastopol. The precincts are:
- Bonshaw Creek - Precinct 1 (1,700 hectares)
- Greenhalghs Road - Precinct 2 (360 hectares)
- Alfredton West - Precinct 3 (325 hectares)
- Carngham Road - Precinct 4 (290 hectares)

These precincts will be master-planned on a precinct by precinct basis via Precinct Structure Plans (PSPs). A PSP is a long-term strategic plan that describes how a precinct or a series of sites will be developed.
PSPs are included in the Planning Scheme via a standard amendment process. Once a PSP is approved, permits can be issued for the subdivision of land. Preparation of PSPs, as mandated by the Planning and Environment Act 1987, is the next step in the planning process to facilitate urban development in the Growth Area.
The City of Ballarat will lead the Precinct Structure Planning process for the Ballarat West Growth Area. Council is in the process of preparing Precinct Structure Plans (PSPs) for Precincts 1, 2 and 4. A PSP for Precinct 3 is being prepared by a developer and Council will work with the developer to finalise the PSP.
The Precinct Structure Plans must be prepared in accordance with the Precinct Structure Planning Guidelines of the Department of Planning and Community Development (DPCD). The guidelines prescribe the process of preparation, required contents, as well as the format of a PSP.
To ensure that the growth area planning objectives are achieved and liveable communities are planned for, the following elements must be addressed in the PSP:
- integrated neighbourhood design;
- housing;
- community facilities;
- open space and natural systems;
- activity centres and employment areas;
- transport and movement; and
- utilities and energy.
Council is committed to providing opportunities for people who are affected by or interested in the planning process to participate in the decision making process. In order to ensure the effective planning and delivery of the Ballarat West Growth Area, Council will proactively engage with a variety of stakeholders including the community, landowners, developers, investors, government agencies and service providers as appropriate. A high level Steering Committee has been established to support the planning process for Ballarat West. State Government departments and agencies, service authorities, Councillors and Council officers, Committee for Ballarat and Commerce Ballarat are represented in the Steering Committee.

Precinct 3 - Alfredton West/Lucas
The Alfredton West Precinct Structure Plan (PSP) has been approved by the Minister for Planning, the Hon Matthew Guy.
The Alfredton West PSP was prepared by the Integra Group in coordination with Council and will guide the first stages of development for the recently named suburb of Lucas.
The Alfredton West Precinct is approximately 325 hectares to the west of Dyson Drive that will accommodate around 11,000 new residents and over 3,900 dwellings. Approval of the plan enables development to occur in the precinct and delivers a significant addition to residential land supply in Ballarat to support housing delivery.

Public Exhibition
Council undertook informal and formal public consultation as part of the planning scheme amendment process for the Alfredton West PSP via Amendment C122 in early 2011. These sessions enabled interested community members to drop in at their convenience, review the amendment documents and the Alfredton West PSP and ask any questions about their content.
Next Steps
Now that the Structure Plan has been approved by the Minster for Planning, Council expect to start receiving planning permits to develop the land over the forthcoming months.
