Ballarat is experiencing significant population growth which is anticipated to continue over the coming decades. Council is advancing several priority projects in Ballarat West to accommodate population growth, provide local employment and business opportunities, and deliver infrastructure and transport upgrades. 

The City of Ballarat is committed to planning for three interrelated projects which respond to these growth pressures – the Ballarat West Growth Area, the Ballarat Western Link Road and the Ballarat West Employment Zone.  These initiatives will ensure the city can accommodate population growth in a sustainable manner, capitalize on investment opportunities and improve the efficiency of transportation.

 Development Contributions Plan

City of Ballarat is proposing to introduce development contributions for the Ballarat West Precinct Structure Plan area. Development contributions will help to ensure that the new Ballarat West community has all the infrastructure it needs to be an attractive place to live and invest in. This includes roads, drainage, community facilities and sporting grounds. Two information sessions are being held for people interested in finding out more about the proposed plan.

About the Growth Area

The Ballarat West Growth Area will cater for residential growth and provide services and infrastructure for new communities.  The Growth Area comprises 1,675 hectares of Greenfield land located to the west of Alfredton, Delacombe and Sebastopol.  The Growth Area will provide circa 18,000 new houses at full development to accommodate a population of over 40,000 people. Council is currently developing plans for four residential precincts (Bonshaw Creek, Greenhalghs Road and Carngham Road) which will comprise housing, town centres, community facilities, open space and transport networks. Plans have been approved for Alfredton West precinct now known as Lucas.

About the Employment Zone

The development of the Employment Zone at the Ballarat Aerodrome and adjacent Crown Land will create local employment and business opportunities.  Uses could include light industrial, manufacturing, freight and logistics, aviation and other business type activities.

Ballarat Western Link Road

The Western Link Road will provide a connection between existing transportation infrastructure of regional importance, the Employment Zone and residential development in Ballarat West.  The improved linkage between the Western, Glenelg and Midland Highways will improve the efficiency of logistics, provide an alternative route to the Central Business District for the transportation of freight, and provide access to developable land particularly in the Ballarat West Growth Area and Employment Zone.
