Cardigan Structure Plan - Draft
What is the Draft Cardigan Structure Plan?
A draft Structure Plan has been developed for the township of Cardigan Village. It is a planning document that sets out the broad pattern of future development in the town, and has been prepared for the City of Ballarat, based on a public meeting and input from authority and agency stakeholders. The purpose of the plan is to identify opportunities and constraints associated with the town's development, and to suggest a vision for the town.
Why is a Structure Plan required?
There is currently a policy gap in the Ballarat Planning Scheme in relation to future use and development of Cardigan and surrounds. Current references are limited and do not necessarily include more broader statements about future growth of the town. This gap was identified by the independent Panel appointed to hear submissions in relation to the review of the Ballarat Municipal Strategic Statement (Amendment C65 to the Ballarat Planning Scheme) in 2004. In the absence of a structure plan, land owners, permit applicants and the wider community have no clear way of knowing what development proposals for Cardigan will be acceptable.
How you can be involved
Council considered the Draft Cardigan Village Structure Plan at its meeting of 13 August 2008 (see Council Minutes and Agendas) and resolved to exhibit the document to seek public and agency comments.

Submissions to the draft Structure Plan closed at 5.00pm, Monday 10 November 2008. All submissions will be considered in finalising the report before it is reported to Council early in 2009.
