Amendment C95

Amendment C95 is being prepared to implement the recommendations of the Canadian Valley Outline Development Plan, Native Vegetion Mapping and Review of the Vegetation Protection Overlay 2005, and the Koala Plan of Management.

What is proposed?

Amendment C95 proposes to implement the recommendations of three recently completed studies:

1. Canadian Valley Outline Development Plan - a review of a number of key projects for the future planning and development of the Canadian Valley
2. Koala Plan of Management, Parts 1 and 2 - a review, including mapping, of all koala habitat areas across the municipality
3. Native Vegetation Mapping and Review of the Vegetation Protection Overlay 2005 - mapping of significant vegetation across the municipality

Some of the recommendations that these studies include are as follows:

Updating the Municipal Strategic Statement (MSS) and Local Planning Policies in the Ballarat Planning Scheme to reflect the Canadian Valley community's desire to maintain separation between the townships of Mt Clear, Mt Helen and Buninyong which aims to enhance township identity.
Amending the Planning Scheme to include the Canadian Valley ODP as a reference document.
Rezoning parts of the Canadian Valley to be consistent with the new local planning policies.
Amending the schedule to the Vegetation Protection Overlay (VPO1) to include reference to grasslands and wetlands.
Extending the coverage of the VPO1 over the municipality, and
Introducing the ESO5 over parts of the municipality identified by the Koala Plan of Management.

Current Status

The Council considered submissions to Amendment C95 at its meeting on 27 June 2007, and resolved to request the appointment of an Independent Panel and to refer the amendment and all submissions to the Panel. The Ballarat C95 & C102 Panel Report (PDF - 448KB) is now available.

Where to from here?

Council will now consider the recommendations of the Panel and finalise the amendment documentation.
