Alfredton, Cuthberts Rd - Amendment C103
What is proposed?
The supply of residentially zoned land in Ballarat is currently under the level recommended in the Victorian Planning Provisions under Clause 14 which forms part of the State Planning Policy Framework. In Ballarat's recognised major growth corridor to the west of the city there is little vacant residentially zoned land remaining.
Amendment C103 proposes to rezone and apply other planning controls to four parcels of land in Cuthberts Road, Alfredton; a site which has been identified for residential development in the short-medium term since 1990, namely in the Ballarat Region Strategy Plan 1990 (part 1) (PDF - 2756KB) and Ballarat Region Strategy Plan 1990 (part 2) (PDF - 2571KB), and the Ballarat Strategy Plan 1998 (1876KB).
The site proposed for rezoning under this amendment is approximately 65 hectares in area and is bounded by residential estates to the north and east, fragmented low density rural properties to the south and rural farm land to the west. The land is currently used for grazing/rural land.
The Amendment proposes to:
- Rezone the subject land from a Rural Zone to a Residential 1 Zone
- Apply a Development Plan Overlay (DPO7) over the entire site
- Apply a Heritage Overlay (HO193) over an identified Scar Tree
Exhibition
The amendment was exhibited in February and March 2007 with submissions to the amendment closing on Friday, 16 March 2007.

What Happens Next?
Council considered the amendment on 11 April 2007 and resolved to refer all submissions to an independent panel. A Panel hearing was held in July 2007.
Recommendations regarding the amendment were provided in the Panel's report which was then presented to Council on the 26 September 2007.
