Overview
Ballarat City Council has recently adopted the Infrastructure Develop Manual (IDM). The IDM has been designed to be used within the boundaries of all the municipalities that have adopted this manual. If you require a copy of the IDM, this can be acquired from www.designmanual.com.au.
This document will be used to standardise development submissions to expedite Council’s engineering approvals and ensure minimum design criteria are met in regards to the design and construction of infrastructure within the municipalities regardless of whether it is constructed by Council or a developer.

To place the City of Ballarat in a stronger position to manage future infrastructure growth The Ballarat City Council formally adopted The Infrastructure Design Manual (IDM) on the 14 of September 2011. A letter regarding the implementation of the IDM from the Mayor to prospective developers and Engineering Designers is now available from the link "Open letter from the Mayor to Developers".
New requirements for all subdivisions that include a civil works component have been introduced as part of the Infrastructure Design Manual (IDM). New requirements include:
- Minimum road reserve width (18m for local roads)
- Drainage Specifications
- Payment of a bond to Council to the value of 5% of the cost of civil works to be used by Council for rectification of any design and construction defects during the defects liability period
