BALLARAT STUDENTS ENCOURAGED TO STEP OUT ON WALK SAFELY TO SCHOOL DAY

Ballarat students are encouraged to join thousands of other primary school students across the nation in National Walk Safely to School Day this Friday, 7 May.
Ballarat City Council North Ward Councillor Samantha McIntosh said the Walk Safely to School Day, now in its eleventh year, aimed to encourage regular physical activity and teach children healthy lifestyle habits from a young age.
"Last year an impressive 92 percent of schools nationwide took part in the event and we hope that Ballarat schools will get involved once again this year.
"Walk Safely to School Day is an important annual event which helps children learn that walking is a great form of exercise. It's easy, free and almost anyone can do it at any time," Cr McIntosh said.
"Council has recently adopted its Municipal Public Health and Well Being Plan 2009-2013 which covers a range of health and well being issues for this community.
"We believe that active kids are healthy kids and lifestyle habits created during childhood tend to last a lifetime. We encourage all parents and carers to lead by example and walk to school with their children.
"Of course, many families live too far from school to walk all the way but they could still take part by catching public transport or driving part of the way and walking the rest," Cr McIntosh said.
Research shows that engaging in regular exercise, such as walking, has been shown to significantly improve children's mood and wellbeing, especially those aged 8-10 years.
To remain happy and healthy, children need to undertake at least 60 minutes of moderate physical activity each day. The activity doesn't need to be completed all in one go; it can be spread out over the entire day but to be effective it should involve a bit of "huff and puff".
National Walk Safely to School Day is a community event sponsored by the Australian Government and supported by the National Heart Foundation, beyondblue, The Cancer Council Australia, Planet Ark, and Diabetes Australia.

COUNCIL ADOPTS STRATEGY TO PROMOTE PRESERVATION OF BALLARAT'S HERITAGE

At its meeting last night (28/04) Ballarat City Council considered and adopted a strategy which will be used to help preserve Ballarat's heritage.
The Preserving our Heritage Strategy outlines positive initiatives and actions that Council can undertake, in partnership with the community, to assist owners of heritage properties preserve an important part of Ballarat's identity.
The strategy was earmarked in the Council Plan 2009-13 to minimise the incidence of 'demolition by neglect' and encourage conservation of heritage buildings.
Some of the key recommendations include Council setting an example by conserving public buildings, streamlining planning scheme and building act controls, adopting incentive programs and undertaking community pride campaigns.
Ballarat City Councillor and chair of the Ballarat Heritage Advisory Committee Samantha McIntosh said it was critical for Council to act to help protect an important part of Ballarat's identity.
"Ballarat is fortunate to have some of the finest examples of heritage architecture and most intact heritage streetscapes in the country.
"While Council is limited in what it can do from a planning legalisation perspective, we believe that by taking a proactive, positive approach we can help prevent and certainly minimise the loss of heritage places through neglect in our community.
"The strategy outlines a number of positive actions and incentives Council can explore to help build community pride and encourage conservation of heritage buildings and places.
"As the custodian of a number of significant public heritage buildings it is important Council takes the lead and sets an example through the maintenance and conservation of Ballarat's historic public buildings.
"This is already the case with the upgrade to the Art Gallery of Ballarat's façade, the current restoration works to the Town Hall external fabric and their ongoing maintenance.
"However, we understand that the conservation of our city's heritage requires a multi-faceted approach and there is a lot more we can do to help the community to conserve and enhance heritage where possible."
Council will investigate streamlining the planning and building process which could see the waiving of fees for some works up to $100,000 in residential zones (currently the fee is $232) and for works from $10,000 - $250,000 (currently the fee is $586) for commercial zones on land covered by a Heritage Overlay.
As part of the strategy's roll out Council's heritage advisory service will be promoted.
Other incentives to encourage heritage conservation and instil community pride include the possible introduction of a heritage grants scheme as well as a "street/place of the year" scheme similar to the "Tidy Towns" concept.
Council will also explore the option of strengthening the local law clean up order provisions to allow action to be taken against properties that are not being adequately maintained at Council's discretion.
BALLARAT CHILDREN TO PLAY FOOTBALL AT THE MCG

Almost 500 members from Ballarat's multicultural community will attend an AFL football match at the Melbourne Cricket Ground tomorrow, Saturday (8 May) as part of the North Melbourne Football Club Community Ambassador Program.
Local children and their families will attend the North Melbourne versus Collingwood match on Saturday night.
Forty-eight Ballarat children will also participate in the Ballarat Multicultural Auskick match at half time.
City of Ballarat Multicultural Ambassador Charles Zhang and Koang Pan Jock were recently appointed as North Ballarat Football Club Community Ambassadors and have been actively involved in this initiative.
North Melbourne Football Club representatives John Murphy and Sash Herceg visited Ballarat last month to meet the Auskick participants and their families and to make a presentation on Australian football.
The Auskick participants represent Australia, the United Kingdom, Sudan, Toga, Iran, China, the Philipinnes, India and Indigenous cultures.
The initiative has been coordinated by the City of Ballarat Community Development unit in partnership with the City of Ballarat Multicultural Ambassadors, Victoria Police, Chinese Australian Cultural Society, Ballarat African Association, Ballarat Scout Group, St Patrick's College, Ballarat North Football Club, the Ballarat Regional Multicultural Council and St Columbas Primary School.

The Mothering at the Heart art exhibition will be unveiled to the public at Central Highlands Regional Library at 2pm, today, Monday, 10 May.
The Mothering at the Heart art exhibition is a partnership between City of Ballarat and the Catholic Education Office Ballarat, marking National Mothering Week (May 3 to 9). The exhibit features work by local parents and children and brings together images that represent the role and influence of mothers in a modern society.
The artwork was created during a series of workshops exploring the notion, ideals and archetypes of motherhood. Local groups who participated in the workshops were Our Lady Help of Christians Primary School Grade Five and Six students, Sebastopol kindergarten students, Cardigan Village Playgroup parents and children, and Link Up and PODS young parents and children.
City of Ballarat People & Communities Councillor John Philips said the exhibition is a fine example of the many and varied programs City of Ballarat delivers through its Family and Children's Services.

Ballarat mother Debbie Rasmussen will speak at the exhibition, sharing her family's recent experiences helping earthquake victims in Haiti, as told to Channel Nine's 60 Minutes. The Rasmussen family adopted three Haitian children in the 1980's and are involved in the Haitian Christian Mission, including leading its Child Sponsorship Program.
City of Ballarat was the first local government in Victoria and only the second Australia-wide to gain Breastfeeding Friendly Workplace Accreditation from the Australian Breastfeeding Association. Council has also achieved recognition from government departments and organisations for its Breastfeeding Policy.

VISITOR INFORMATION CENTRE RELOCATION

The temporary location of Ballarat's primary Visitor Information Centre will be discussed at the next Ordinary Meeting of Ballarat City Council.
Ballarat Chief Executive Officer Anthony Schinck said the move had been brought about by the once in a lifetime opportunity to redevelop the Eureka Centre and therefore there was a need to find a temporary home for the Visitor Information Centre.
"As a result of the exciting Eureka redevelopment we have a wonderful opportunity to make sure that the development of a new, permanent Visitor Information Centre is carefully planned so that Ballarat can offer a first rate facility for visitors," Mr Schinck said.
"Of course we would prefer not to have to move the Visitor Information Centre to a temporary location however it is imperative that we progress the redevelopment of the Eureka Centre into a tourist attraction and information centre of national significance. We have managed to attract $10 million in government funding to see this project realised. We need to seize this opportunity to redevelop the Centre and it is therefore necessary to move the Visitor Information Centre."
"The long term location of the Visitor Information Centre is too important for Council to rush into a decision. Council wants to strategically examine all opportunities to identify the most ideal site that is appropriate for our great city.
"We also need to consider that the development of a new and permanent Visitor Information Centre will be a multi-million dollar project so it needs time to do it properly and with the right level of funding," Mr Schinck said.
"Council looks forward to engaging with the community in determining a permanent location for the Visitor Information Centre.
"Council is not being asked to consider a permanent location at this time. It is currently examining a range of potential temporary sites one of which is South Gardens as it is situated in one of the city's most popular tourism precincts. It has ample space and parking and will value-add to amenities already in the precinct, including the Australian Ex-Prisoner of War Memorial and Botanical Gardens."
One of the main considerations in choosing a new temporary site is its availability, location and visibility, floor space, and suitability for parking cars, caravans and campervans and buses. The location must also meet stringent Visitor Information Centre accreditation requirements.
It is expected the temporary Visitor Information Centre would operate for at least two years.
During this time a Visitor Information Services Strategy will be undertaken to help determine a permanent location for a primary Visitor Information Centre and satellite locations throughout the city.

BALLARAT INTERIM ACTIVITY CENTRES STRATEGY ADOPTED

At its Ordinary Meeting last night (12/05) Ballarat City Council adopted the Ballarat Interim Activity Centres Strategy.
The Interim Strategy provides Council with policy framework and assessment guidance when considering new and existing activity centre developments throughout the entire city of Ballarat.
The Interim Strategy will enable Council to plan, with greater certainty, the type of activities and facilities that will be required and encouraged to best serve local and broader Ballarat community needs.
Growth and Development Portfolio Councillor Craig Fletcher said the Interim Activity Centres Strategy would provide vital direction for Council when planning for the needs of a growing community.
"With significant population growth expected over the next 20-30 years, Council must ensure that the future structure and formation of the city's activity centres adequately service not only the retail and commercial needs, but also the social needs of the broader Ballarat community."
Understanding the specific role and function of each activity centre will further strengthen Ballarat's role in the regional economy. The Strategy will facilitate better decision making for the location and allocation of services and where further investments are required, creating new business and employment opportunities within the city.
The Interim Strategy identifies the need to protect the CBD as the principal activity centre for retail, commerce and entertainment use and development in Ballarat, and further supports the CBD Strategy work currently being finalised.
The Interim Strategy also recognises the important role and contribution of other activity centres to Ballarat's economy and the need to continue to support appropriate developments within these centres.
Council will undertake a tender process in the near future for completion of a final Ballarat Activity Centres Strategy, which will then be circulated for further, more detailed consultation and will ultimately be considered for incorporation into the Ballarat Planning Scheme.
BALLARAT REGIONAL FOOTBALL (SOCCER) FACILITY UNDERWAY

A $1.28 million contract for the second stage of the Ballarat Regional Football (Soccer) Facility was awarded to Turf One Pty Ltd at a meeting of Ballarat City Council last night (12 May).
The second stage of the project includes the construction of one synthetic soccer pitch with lighting and associated infrastructure.
The project has been made possible thanks to $1 million from the State Government and funding from Council's 2009/10 capital works program.
City of Ballarat Councillor for Growth and Development Ben Taylor said the Ballarat Regional Football (Soccer) Facility was a major project for the city and Council was delighted to have moved to next stage of this exciting development.
"There is no doubt soccer is a rapidly growing sport that attracts a diverse range of participants.
"The synthetic pitch and lights will provide the local soccer community with a facility to undertake training and match play regardless of how wet or dry the weather conditions may be."
The synthetic pitch will not require any watering, mowing or fertilising and will also collect rain water which will be delivered to the water storage tanks for the adjoining turf soccer pithes.
Work is expected to commence soon for completion in Spring 2010.
The development of the Ballarat Regional Football (Soccer) Facility is an outcome of the Ballarat Regional Soccer Facility Feasibility Study which was prepared by Council, Sport and Recreation Victoria and Football Federation South West Victoria in 2008.
Council have already committed $400,000 to an initial stage which has included, power upgrades, design of clubroom extensions, installation of an automatic irrigation system for existing turf pitches and survey and design of all future stages. Given the need to deliver the $1.28 million synthetic pitch and associated works, Council allocated $186,000 from its 2009/10 capital program to ensure its earliest possible delivery. Council will allocate a further $100,000 in its 2010/11 budget for the synthetic pitch.
BALLARAT CITY COUNCIL MEETS RATES COMMITMENT

Ballarat City Council has stayed firm on its commitment to cap the 2010/11 rate increase at 4%, as promised in its long-term financial strategy, adopted by Council last year.
The 4% rate increase is contained in the City of Ballarat 2010/11 Draft Budget, which Council agreed to put on public display at its Ordinary Meeting last night.
The 2010/11 Draft Budget features an operating surplus of $20.90 million and a capital works budget of $40.96 million. Rate revenue comprises 50 percent of City of Ballarat's total revenue.
State Government Mandated Property Revaluation
This year a property revaluation mandated by the State Government will also affect the amount of rates residents are required to pay.
Under State Government legislation, all Councils, including the City of Ballarat, are required to conduct general valuations of all properties in the municipality every two years. The valuations are based on the assessed market value of properties as at 1 January 2010.
City of Ballarat does not receive additional rate revenue from a revaluation of properties. Council will receive the same sum of money from rates whether the revaluation occurred or not. Council's rate increase in the Draft Budget is capped at 4%.
The revaluation determines each property's contribution to the overall rate revenue, based on its market value as at 1 January 2010. The effect of the revaluation is to redistribute the total rate burden in the municipality according to the value of the property.
With the Council's commitment to cap rate increases, the majority of residents will experience a total rate bill increase up to 4%. As a direct result of State Government-mandated revaluation, movements in the rates will vary from property to property.

The preservation of the city's heritage assets is a highlight of Ballarat City Council's 2010/11 Draft Budget.
One hundred thousand dollars has been earmarked to implement the first stage of Council's recently adopted Preserving our Heritage Strategy.
The Strategy outlines positive initiatives and actions that Council can undertake, in partnership with the community, to assist owners of heritage properties preserve an important part of Ballarat's identity.
The funds will be put towards the following proposed initiatives:
- Heritage Grants Program - aimed at assisting the community financially in their efforts to preserve our city's heritage
- Street/Place of the Year Awards - aimed at encouraging heritage conservation and instilling community pride
- Interpretative signage - aimed at educating the community of our city's heritage assets
The investment reflects Council's commitment to taking a proactive, positive approach to help prevent and minimise the loss of heritage places through neglect in our community. The proposed initiatives are positive actions and incentives Council can explore to help build community pride and encourage conservation of heritage buildings and places.
Ballarat's iconic Arch of Victory and Avenue of Honour will also benefit with $600,000 in 2010/11 to go towards the restoration to ensure they are appropriately cared for into the future. Council recognises the importance of this grand asset to the people of Ballarat and this investment will allow Council to lead by example by conserving our city's public heritage assets.
The Arch of Victory and Avenue of Honour form an important part of the city's heritage, and this money will go to ensure the iconic Arch and Avenue are fully restored before the 2015 centenary celebrations.

COUNCIL BUDGET INCREASES SINGLE AGED PENSIONERS RATE REBATE

Ballarat residents who receive the single age pension and live alone will benefit form a 33% increase in the rebate they receive on their residential rate bill once Council passes its Budget 2010/11.
Council is proposing to raise the rate waiver from $45 a year to $60 a year as a way of providing financial support /assistance to aged pensioners who live alone and are solely responsible for payment of their rates.
Introduced by Council in 2007/2008, the rate waiver recognises the financial burden that rates pose for single pensioners (for example pensioners with one pension as their income still have to pay the same amount of rates as a married pensioner couple who receive two pension incomes).
Since it was first introduced the amount of the rate waiver has increased each financial year:
2007/2008 $35.00
2008/2009 $40.00
2009/2010 $45.00
2010/2011 $60.00 (proposed, 33% increase from 2009/2010)
Council estimates that approximately 4,400 qualify for Council's Rate Waiver.
Council will automatically process the Rate Waiver on those rate assessments it has identified as eligible, therefore pensioners do not need to apply for the waiver which will appear as a reduction of rates on the rate notice.
Enquiries regarding the Rate Waiver, and/or the State Government funded Rebate, can be made at Customer Service on 5320 5500, or by contacting the Revenue Section on 5320 5750.
Council's Rate Waiver is in addition to the State Government funded rebate which is granted to eligible pensioners. In 2009/2010 the State Government provided a 50% concession on rates and charges for single aged pensioners up to a maximum of $184.30.
BALLARAT CITY COUNCIL DRAFT BUDGET - DELIVERING A GREATER CENTRAL BUSINESS DISTRICT

The revitalisation of Ballarat's Central Business District is a key priority outlined in Ballarat City Council's 2010/11 Draft Budget.
Work to upgrade and enhance Ballarat's Central Business District will move ahead with $5.8 million allocated over the next two years for delivery of Stage one of the CBD Strategy.
Key activities earmarked for funding in the 2010/11 Draft Budget include:
- phase one planning for Armstrong Street plaza
- development of the CBD car parking strategy
- a public art project
- a youth project
- further public safety works
This is the second year of funding for major CBD works. The past financial year has seen a range of works delivered including footpath upgrades along Sturt Street footpaths, minor public safety initiatives, Sturt Street feature lighting and centre median upgrades.
This is a significant investment which will help deliver a better-planned, presented and developed Central Business District for the future.
The CBD strategy sets out detailed plans and actions for the next 20 - 25 years to encourage and direct growth in central Ballarat and to enhance the city's best assets.

BALLARAT CITY COUNCIL DRAFT BUDGET - DELIVERING GREATER SPORTS PRECINCTS FOR OUR CITY

Upgrading Ballarat's major sports precincts is a key priority of the Ballarat City Council's 2010/11 Draft Budget.
Council will invest $10.2 million to deliver major sporting precincts for the city. This includes money brought forward to complete three major sport precincts over two years. Sporting hubs will be developed at Alfredton Recreation Reserve and Prince of Wales Park and the Ballarat Regional Soccer Facility will be built at Morshead Park.
The three precincts will create high quality sporting venues for residents and will assist in attracting events from around the region.
Council has allocated, together with funding partners, an additional $3.2 million to the completion of the first stage of the Ballarat Regional Soccer facility. The investment will deliver male and female change facilities, spectator covered areas, general purpose function rooms and improvements to three grass and one synthetic pitch.
$2.4 million will be invested in Prince of Wales Park which will enable the existing baseball diamonds to be upgraded, car parking and roadways to be developed, pavilion extension and a water supply connection to Lake Wendouree.
The Alfredton Recreation Reserve will receive $1.8 million which will go towards additional water storage tanks, designs for a pavilion extension, a second playing field and change facilities.
Council is also investing in a number of other local sporting facilities including:
- Buninyong Tennis Facility - $508,000 for the refurbishment of eight courts and installation of lighting
- Ascot Recreation Reserve - $27,000 for a multi-purpose hard court re-development
- Outdoor pools - $30,000 for the renewal of filtration equipment and refurbishment of amenities
- City Oval Sports Precinct - $205,0000 for a Synthetic Bowling Green, Netball Court shelter, lightingand power upgrade
- Ballarat Aquatic Centre - $1.5 for the completion the stage two redevelopment
- Northern/Wendouree Sports Precinct - $60,000 for a spoon drain to Oval No.3 and water supply improvements
- Russell Square - $40,000 for lighting improvements

MAJOR FUNDING FOR CAPITAL WORKS IN CITY OF BALLARAT 2010/11 DRAFT BUDGET

Council's 2010/11 Draft Budget caps rates at 4%, reduces debt by $1 million, proposes a record $90 million capital works spend over two years and significantly increases funding for delivery of essential community services.
It is a budget which balances a significant capital works program with the improved delivery of core services across a range of health, welfare and environmental areas.
Council will spend $105.8 million on providing a range of projects and programs across the municipality to meet the needs of residents of all ages.
Council has earmarked $43.9 million over two years to upgrade and rebuild the municipality's key infrastructure - including upgrades to roads, footpaths and drainage works.
Draft Budget highlights over the next two years include:
- $90 million in capital works overall
- $10.2 million to deliver major sporting precincts
- A further $5.8 million on developing the CBD
- An investment of $3.1 million to deliver major storm water harvesting projects
- $2 million to further develop the Ballarat West employment zone
- $450,000 on community and heritage grants
The Draft Budget delivers significantly increased infrastructure investment and employment growth opportunities which will help deliver sustainable growth and secure Ballarat's position as a regional and economic leader.
Draft Budget highlights from the Growth and Development portfolio over the next two years include:
- $43 million to upgrade and rebuild the City's key infrastructure
- $13 million for 54 major road construction projects which will deliver 117km of re-sealed roads and 25 major footpath projects
- $5.8 million on delivering major CBD renewal projects - commencement of Stage 1 of the projects is development of the Town Hall Plaza in Armstrong Street development of the CBD car parking strategy
- $3.1 million on major storm water harvesting projects - the final works in a long term project to provide sustainable water supplies for Lake Wendouree, the Botanical Gardens, key sporting ovals, and parks and gardens in the CBD
- $2 million to further develop the Ballarat West growth zone. The Ballarat West Employment Zone is set to become the engine for the future economic growth of Ballarat, enabling the city's economic growth to align with expected population growth, including updating the Aerodrome (Ballarat West) Masterplan and preparation of an investment attraction strategy for the precinct.
The 2010/11 Draft Budget will help deliver a great place for people to live their lives in a diverse, confident, sustainable and growing community.
This Draft Budget delivers a major boost to the health, safety and well being of the community, with nearly $12m to be delivered into sports facilities and increased funding for City Safe initiatives and Community grants.
Draft Budget highlights for Council's People and Communities Portfolio over the next two years include:
- $10.2 million to deliver 3 major sports precincts - Council will invest $10.2m to build sporting hubs at Alfredton and Prince of Wales Park, and a soccer facility at Morshead Park, developing high quality sporting venues for residents and attracting events from around the region
- $2.1 million to improve parks and open spaces which will fund further improvements to the Botanical Gardens, park furniture upgrades and bicycle path improvements
- $1.5 million to finalise expansion and upgrades of the Aquatic Centre
- $1 million to maintain community halls and facilities across the municipality
- The Draft Budget will deliver on a range of services and programs to meet the needs and expectations of ratepayers and residents across the community: families, singles, businesses, the elderly and the young.
Funding allocations in the 2010/11 Draft Budget will help Council create a greater profile for Ballarat, as befits a regional leader, and help make it a more attractive destination for new residents and visitors.
Draft Budget highlights for Council's Destinations and Connections Portfolio over the next two years include:
- $13.4 million on major arts and culture projects, including the stage 2 development of the Eureka Centre
- $1 million for improving the standard of presentation of the city's high profile public areas including its entrances and the Sturt Street Gardens
- $600,000 for preservation works on the Arch of Victory and Avenue of Honour.
2010/11 Draft Budget delivers on the programs and projects that the community has told Council it wants through the Community Summit process, and that Council has promised to deliver through the Council Plan.
This Draft Budget delivers a greater investment in key infrastructure and growth development projects, a greater focus on people's needs and community assets, and a greater profile for the key attractions of the region.
CITY OVAL SPORTS PRECINCT RECEIVES FUNDING

Ballarat's City Oval Sports Precinct has received a boost thanks to funding announced by Victorian Minister for Sport and Recreation James Merlino today (11 May).
The funding will allow for the construction of a new netball court and the addition of a synthetic turf green at City Oval Bowling Club.
Both projects are key outcomes of Ballarat City Council's City Oval Masterplan Review which was adopted by Council in March this year. The netball courts and synthetic turf bowling green will complement the precinct's current offering which incorporates football, cricket, lawn bowls and the fire brigade.
Ballarat Mayor Cr Judy Verlin said the funding was a great result for Ballarat's sporting fraternity and the community as a whole.
"Council is committed to ensuring our city's sports precincts have high-quality facilities to cater for a wide range of sports and interests into the future.
"The funding allows us to make significant improvements to the City Oval which will only add to its appeal as one of the city's premier sporting precincts.
"Both projects will ensure that the City Oval Bowling Club and the Redan Football Netball Club remain viable and vibrant in the future."
The City Oval has been identified as one of eight sports precincts within the municipality that will be managed and developed to cater for state, regional and district grassed based sporting events.
Council has undertaken a detailed survey and design process as part of the City Oval Masterplan Review. The masterplan review was undertaken to determine the future use of the site following the City Oval Croquet Club's relocation to Prince of Wales Park.
BALLARAT SECURES WORLD CYCLING CHAMPIONSHIPS LEAD-UP EVENT

Ballarat will host the world's best cyclists this September, with the Herald Sun World Cycling Classic Ballarat to be staged here in the lead-up to the 2010 UCI Road World Championships.
Announced at Buninyong today by Victorian Government Sports Minister James Merlino and City of Ballarat Mayor Councillor Judy Verlin, the Classic will be held on the acclaimed Nationals course at Buninyong on Sunday 26 September 2010.
The Classic will be staged by the City of Ballarat, in conjunction with Cycling Australia, the 2010 UCI Road Cycling World Championships Organising Committee and the Victorian Government.
The Herald Sun World Cycling Classic Ballarat is expected to attract some of the world's best cyclists, and will include an elite women's and combined elite/under-23 men's race.
Ballarat Mayor Cr Judy Verlin said the Herald Sun World Cycling Classic Ballarat was a high-quality addition to the city's bumper cycling calendar.
"This is further recognition of Ballarat's reputation as a first-class cycling city. The City of Ballarat looks forward to our involvement in the Herald Sun World Cycling Classic Ballarat and to welcoming the world's best cycling stars to our great city in September.
"I would encourage those coming to Ballarat for the Classic to make Ballarat their base during the World Championships."
The event will add to an already bustling weekend of cycling action in Ballarat with the Australian Master Cycling Championships being held in the city from Friday 24 to Tuesday 28 September. The Herald Sun World Cycling Classic Ballarat will take place on the Master's rest day.
The UCI Road World Championships will be held in Geelong from Wednesday 29 September to Sunday 3 October.

Monday 17 May is International Day Against Homophobia (IDAHO). The objective of the day is to raise awareness within the community around homophobia and homophobic attitudes. IDAHO aims to reach all groups of society, regardless of their sexual orientation.
This year, the theme of IDAHO is 'Speaking about silence. Homophobia in the sports world'.
City of Ballarat Youth Services Zaque group, in conjunction with a range of partners including sporting clubs, GLBTI (gay, lesbian, bi-sexual, transgender, intersex) groups and Ballarat Community Health, is hosting an event to support the day and help raise awareness. The event will be held on Monday 17 May from 4 - 6pm, in the Bridge Mall.
People and Communities Portfolio Councillor Mark Harris praised the support of the Youth Services team and sporting clubs for their involvement in developing this event.
"The IDAHO event will offer an opportunity for people to get together and reach out to one another around the issue of homophobia. I congratulate all those involved in developing an event such as this that will raise awareness and provide a show of support from across the community."
Local Zaque member Luke Donoghue said events such as these go a long way to helping raise community awareness about the issues surrounding homophobia.
"I think is it fantastic that Ballarat is hosting this event to mark International Day Against Homophobia. The aim of the event is to get the general community thinking about homophobia, whether in schools, sporting clubs, businesses or at home."
Sports stars from the Ballarat Miners, Lady Miners, Red Devils and North Ballarat Roosters will attend the event and conduct a range of games for everyone to enjoy, including handball, soccer and basketball competitions. There will also be prizes and giveaways on the day.

Ballarat City Council recently confirmed membership of the newly-established Intercultural Advisory Committee 2010-2011 and the Ballarat Friends of Ainaro Community Committee 2010-2011.
Intercultural Advisory Committee (IAC) 2010-2011 Chair and People and Communities Portfolio Councillor John Philips welcomed the development of the IAC.
"With growing diversity come opportunities and challenges that require Council to take a strategic and inclusive approach. The establishment of the Intercultural Advisory Committee enhances Ballarat as an intercultural city and builds on the concept of our people living together in a diverse and harmonious community.

Local students will visit the Art Gallery of Ballarat tomorrow to see the Talking Tapa exhibition of Pacific bark cloth and take part in workshops for Education Week.
While at the Gallery, the students will explore the exhibition with Education Officers and work with textile artist Roze Elizabeth to print their own 'tapa panel' using stencil printing techniques.
About the artist:
Talking Tapa: Pasifika Bark Cloth in Queensland, is on show at the Gallery until Sunday 30 May, showcases Pacific Islander heritage. With a growing number of Pacific Islanders settling in Australia and an increasing awareness of Australia's Pacific neighbours, it is timely that a major exhibition of tapa (bark cloth) has been developed and offers an opportunity to view traditional and contemporary Pasifika design and to learn more about Australia's Pacific neighbours and migrant communities.
Roze Elizabeth has had over twenty years experience as a printmaker using silkscreen printing; in the industry, as an artist and teacher. Roze has managed Olive Grove Textiles - an artists' studio/retail space in Sydney Rd, Brunswick for eleven years and also teaches textiles at RMIT, Brunswick Campus.
There will be two workshops conducted at the Gallery tomorrow, from 9.30 till 11.30am and from 1pm to 3pm. The two hour sessions includes tour and workshop. This free program is supported by Education Week, a Victorian Government initiative. It is presented by the Art Gallery of Ballarat in partnership with the Department of Education and Early Childhood Development.
Talking Tapa is a national travelling exhibition presented by Brisbane Multicultural Arts Centre, and toured by Museum and Gallery Services Queensland. This exhibition is supported by Visions of Australia, an Australian Government Program supporting touring exhibitions by providing funding assistance for the development and touring of Australian cultural material across Australia. This project is also proudly funded by Queensland Government's Gambling Community Benefit Fund and Brisbane City Council.

The first stage of the Ballarat Aquatic Centre redevelopment is now complete and open to the public.
The new amenities area includes two new group change areas, additional universal access toilet and change spaces and a new staffroom facility.
Work will now move to the foyer and café area. The café and seating area will be extended and the layout in the entrance and customer service area will be improved.
Construction is well underway on the two new pools and spa, with the structural steelwork for the new pool envelope nearing completion.
Ballarat Aquatic Centre Advisory Committee member Councillor Des Hudson said Council was delighted to see the redevelopment making excellent progress.
"It is fantastic to see one of the initial stages of the project already complete for the community to use and enjoy.
"We are well on track to deliver an outstanding facility for Ballarat. The upgrade will ensure the Ballarat Aquatic Centre has the capacity to cater for the current and projected needs of our community."
All areas of the facility will remain open during the next stage of work however there will be a number of minor changes to access for visitors to the centre.
The redevelopment is expected to be complete by October 2010.
NEW TOURISM KITS FOR DEAF OR HARD OF HEARING VISITORS

Five new Tourism Hospitality Kits will improve tourist stays for deaf or hard of hearing visitors to the Goldfields and Grampians tourism regions.
Deaf or hard of hearing visitors to Ballarat will have greater opportunity to enjoy travelling the region with a Tourism Hospitality Kit, available at City of Ballarat's Visitor Information Centre.
Each kit comprises of equipment to assist to hear and watch TV and radio with increased volume, to respond to a doorbell or to a knock at the door, to respond to an alarm by way of vibrating clock, and to be able to answer a telephone and use a TTY phone.
Ballarat City People & Communities Portfolio Councillor and Disability Advisory Committee Chair Mark Harris said the new kits will increase the comfort and safety of people who are deaf or hard of hearing, when they are visiting the region's tourism attractions.
"We have received great support from the participating Visitor Information Centres, who have all received training on the equipment in the kit and general awareness about deafness and hearing loss," said Cr Harris.
Currently, one in six Australians experience some form of hearing loss and this figure is predicted to increase in the future.
The Tourism Hospitality Kits, funded by Deaf Access Grampians, are also available at Visitor Information Centres (VIC) in Daylesford, Avoca, Halls Gap and Horsham. A security deposit of $50 is required to collect a kit and kits can be loaned for the duration of the visit. The deposit is fully refundable upon the return of the kit to the VIC.

Students at St Patrick's Parish Primary School have been hard at work collecting 5-cent coins for the 5 for T campaign and tomorrow morning they will pour an impressive $750 in silver into the charitable collection bin.
People and Communities Portfolio Councillor and Ballarat Friends of Ainaro Community Committee Chairperson Des Hudson said campaign organisers are delighted to receive the generous donation.
"It's a remarkable achievement by the dedicated students of St Patrick's Parish Primary School. This important donation will be added to the many thousands of coins already tossed into the big donation bin, and all money collected will go to education, training and scholarship initiatives benefitting the Ainaro, East Timor community."
Also on hand to welcome the donation and thank the students of St Patrick's Primary School are Padre Adriano Ola, a visiting priest from Ainaro; Australian Volunteer International worker Kate Owen who recently returned from Ainaro; Gemma Abraham, Friends of Ainaro Community Committee member and creator of the 5 for T campaign; and Rob Gray of East Timor Friendship Schools.
Cr Hudson encouraged Ballarat residents to continue collecting 5-cent coins for the campaign.
"Several local schools and organisations have been collecting donations and everyone is welcome to toss their 5-cent coins into donation bins at City of Ballarat's Customer Service Centre, Phoenix Building, Armstrong Street. We aim to fill the 240-litre donation bin by the end of the year."
In July 2005, Ballarat City Council endorsed the establishment of a Special Committee of Council to administrate, manage and develop the Ballarat-Ainaro Friendship, one of its primary focuses was, and has continued to be, supporting community development in this emerging nation. Council and the Ballarat community have participated in a community-to-community friendship with the Ainaro District for ten years.
COUNCIL ADOPTS ITS ECONOMIC STRATEGY 2010-2014

At its Ordinary Meeting tonight, Ballarat City Council adopted the City of Ballarat Economic Strategy 2010-2014.
The Economic Strategy sets out a 20-year vision for the Ballarat economy, and the role of Council, businesses, industry, government and other stakeholders.
The research and consultation that was undertaken to inform the Economic Strategy identified seven key industry sectors that are significant to the Ballarat economy.
The sectors identified are Business Services (including property, finance and insurance), Health and Community Services, Education, Tourism, Retail, Manufacturing and Information, Communications and Technology (ICT).
The Strategy also identifies two economy wide priority areas that are vital to the growth of the Ballarat economy - a skilled workforce and business development and innovation capabilities.
Ballarat Mayor Cr Judy Verlin said she was delighted with the collaboration between Council and key industry partners in the development of the Economic Strategy.
"I am excited about what the future holds for our city. With a strong economic vision, I believe we are heading in the right direction to be able to leverage economic development opportunities and ensure that the employment and service needs of the city's growing population can be met.
"Council alone does not drive economic development - it is a combination of Council, the community, business and industry working together to drive economic growth and prosperity for Ballarat and the region."
In a new approach to developing an Economic Strategy for the city, Council engaged industry experts from the seven key sectors to provide their input and buy-in to the overall vision and the Strategy itself.
The vision, as outlined in the Strategy, is for Ballarat to become:
1 - The Capital of Western Victoria - By building on existing services, facilities and infrastructure linkages, Ballarat will consolidate its position as the capital of Western Victoria over the next 20 years.
2 - Australia's premier high tech and knowledge based regional economy - Ballarat's diversified knowledge based economy - defined by higher education, health services, research, manufacturing, information technology and business services - will grow, integrate and evolve to generate significant new investment and employment.
3 - A bigger and more diverse community - As the local economy grows and diversifies, Ballarat will accommodate a much larger and more diverse population.
The Strategy outlines implementation actions for each of the seven key sectors and economy wide priority areas that Council will now commence or continue working on.

BALLARAT COUNCIL INVESTIGATES LIQUOR LICENCE CONTROL

At its Ordinary Meeting tonight, Ballarat City Council considered a range of future strategies for liquor licensing control.
Council discussed a report detailing areas of liquor licensing over which Council has authority and 12 possible actions or measures that Council could undertake to complement its existing strong commitment to community safety.
Council have called for further investigation into the following possible actions:
- Call for an extension of the State Government freeze on late night licences to extend to Ballarat
- Establish clear policy for Council in managing responses to liquor licence applications
- Amend the Ballarat Planning Scheme to place strict controls on late night venues
- Increased enforcement of current planning permit conditions
- Improving safety of public spaces
- Opportunities for input into liquor licence applications by other agencies and the general public
- Enhance the current local laws
- Differential rates for late night venues
- Work with local liquor licensing forum to strengthen and update Ballarat Accord
Council have also resolved for further consideration of the following measures if the voluntary Accord is not successful:
- Support police to make application to the Director of Licensing to impose a Lockout on venues within an area.
- Support police to make application to the Director of Licensing to vary a licence for a particular venue or venues.
- Police or Council can make application to VCAT to review a licence for a particular venue.
People and Communities Councillor and CitySafe Working Group Chair Des Hudson said community safety concerns are top of its agenda and that it's important Council investigate and consider all liquor licensing options under its control.
"Community safety and social concerns including alcohol-related violence are important issues. This was a valuable discussion about the areas of liquor licensing over which Council has control and possible future measures we could take, as part of a whole of community approach on community safety, working closely with a range of local authorities including the Ballarat Police, Community Safety Advisory Committee, CitySafe Working Group, and Ballarat Liquor Accord."
"Council called for further investigation into a number of actions and will seriously consider each possible measure in relation to the social, economic and cultural impacts it may have on the Ballarat community."
Ballarat City Council recently received a request from Ballarat Police for Council's support in establishing a policy regarding controls on licensed venues.
City of Ballarat is completing a research project mapping alcohol supply, demand and harm. Other recent community safety actions include passing local laws regulating alcohol consumption and possession in public places, increasing fines for alcohol and behavioural infringement notices; supporting the CitySafe TaxiRank and the implementation of CCTV in the city's Late Night Precinct.
Council works with a range of key stakeholders including police, local businesspeople, and community organisations as a committed partner of the Community Safety Advisory Committee, CitySafe Working Group and the Ballarat Liquor Accord.
'BALLARAT SPORTS WALK' TO RECOGNISE LOCAL PARALYMPIANS

Ballarat's Paralympians will be celebrated in the new 'Ballarat Sports Walk' planned for an area adjacent to the city's Olympic Precinct on the Lake Wendouree foreshore.
At its meeting last night (Thursday 27 May), Council also formalised policies that will guide civic recognition of Ballarat's Paralympians and Olympians.
As part of that recognition Ballarat's Paralympians will be honoured with plaques along a new 'Ballarat Sports Walk' which will run along the recently extended isthmus at the south west end of the rowing course.
The first section of the Ballarat Sports Walk will be dedicated to Ballarat's Paralympians. The remainder of the sports walk will recognise Ballarat's other significant sports men and women.
Ballarat City Council's Executive Manager of Sustainability, Ian Rossiter said Council was keen to appropriately recognise Ballarat's Paralympians and promote awareness of their achievements.
"Council's next steps will be to work with the Australian Paralympian committee and to make contact with Paralympians who may be eligible to have their names on the walk. The work is budgeted for the 2010/2011 financial year but a start date may be dependent on the completion of dredging works on the rowing course", Mr Rossiter said.
The two policies adopted by Council lay out guidelines for civic recognition of Olympians and Paralympians; establish protocols for eligibility to be considered a 'Ballarat Olympian' or 'Ballarat Paralympian'; and outline protocols governing proposed changes or additions to either the Olympic Precinct or to the Paralympic section of the Ballarat Sports Walk.

The Ballarat CBD Strategy is the culmination of a 12 month project that details plans and actions for the next 20 - 25 years to encourage and direct growth in central Ballarat and to enhance the city's best assets.
Ballarat Mayor Councillor Judy Verlin said the strategy was one of the most significant projects this Council had embarked upon.
"The strategy builds upon the city's key strengths and provides direction to Council and the community to plan for growth that will ensure we have a CBD that meets our needs now and into the future.
"The implementation of this strategy will ensure Ballarat continues to be the retail, educational and cultural capital of Western Victoria.
"The successful realisation of this 20-25 year plan requires long-term commitment and involvement from all sectors of the Ballarat community as well as State and Federal governments."
Portfolio Councillor for Growth and Development Craig Fletcher said Ballarat's CBD was the heart of our city and as such it needed a strong vision for the future.
"A healthy city needs a healthy heart, and this strategy proposes many ways to bring strength and vitality to our city.
Cr Fletcher added that consultation had been critical to the development of the strategy.
"The final strategy is the result of more than a thousand conversations and as a result we now have a plan that reflects the needs and aspirations of our community.
"This strategy will not sit on the shelf; while it is a long term plan there are immediate actions that will be implemented over the coming months."
Council has committed $8 million over the next four years to help implement the initial stages of the strategy.
Immediate actions include:
- Appointment of CBD Manager (complete)
- Town Hall Plaza concept
- Updated car parking strategy
- Sturt Street pavement works
- Bridge Mall lighting and furniture upgrades
- Armstrong Street North re-configuration concept
- Stage one of Mair Street upgrade
- Development of upper level development guidelines
- Expand heritage grants/verandas project
