WORLDS BEST CYCLISTS HEADED FOR BALLARAT

Get set for five days of cycling action in September when the 2010 Australian Masters Road Cycling Championships and Herald Sun World Cycling Classic Ballarat come to town.

The Masters are being held from Friday 24 – Tuesday 28 September, with the Classic to be held on the Masters rest day, Sunday 26 September.

The field for the Herald Sun World Cycling Classic Ballarat is beginning to heat up with the top five men’s and women’s elite ranked nations confirming their entry.  These nations include Italy, Netherlands, Belgium, USA and Spain.

A prelude to the much anticipated UCI Road World Championships, the Herald Sun World Cycling Classic Ballarat will be the final hit out for some of the world’s best riders and the first opportunity for Australians to see them in action.

Destination and Connections Portfolio Councillor Samantha McIntosh said the Classic will be another fantastic cycling event for the city.

“Cycling in Ballarat continues to go from strength to strength, and the Herald Sun World Cycling Classic Ballarat is a fantastic addition to this year’s cycling calendar.

“It is exciting to know that some of the best riders in the world will be competing right here on our Australian Championship circuit. This event will help promote our great city to cycling enthusiasts around the world.”

EMERGENCY TRAINING EXERCISE AT TOWN HALL

Ballarat emergency services will conduct an emergency management training exercise on the scaffolding at Ballarat Town Hall, from 8:30 to 10:30am, Saturday, 7 August.

The Country Fire Authority (CFA), Victorian Police, Ambulance Victoria, and State Emergency Service (SES) will undertake a cross-training exercise in technical rescue at the Sturt Street site.

A Worksafe Victoria scaffolding expert from Melbourne will also take part in the exercise, joined by local Worksafe Victoria representatives.

All activity will be contained within the existing Town Hall restoration site barrier and there will be no road closures.  Emergency vehicles will be present on Armstrong Street during the exercise.

The current scaffolding for the Town Hall Restoration Project offers a prime opportunity for the emergency services training exercise at a height above the normal rescue height of the ladder truck.

The technical rescue scenario is the recovery of a casualty in the event of a fall arrest, focusing on delivering medical attention and safely extricating the victim from the site.

A typical application of this scenario is the rescue of a casualty from a wind turbine or a multi-storey building, for example an injured window cleaner.

The technical rescue scenario will feature a ropes-based rescue system used for the safe, timely recovery of casualties 37 metres or more above ground level.

Ballarat CFA representatives praised the Ballarat company, Nicholson Construction, who is the contractor for the Town Hall Restoration Project, for its willingness to work closely with local emergency services, and also the City of Ballarat for making the site available for the training operation.

The scaffolding on the Sturt Street façade of Town Hall is in use for the City of Ballarat’s major restoration project on the historic building.

 

CITY OF BALLARAT YOUTH AWARDS NOMINATIONS NOW OPEN

Do you know a young person who has made a positive contribution to the community? If so then you should nominate them for a 2010 City of Ballarat Youth Award.

Nominations for the sixth annual City of Ballarat Youth Awards are now open and will close on Thursday 9 September.

Developed by the City of Ballarat Youth Council and Youth Services, the Youth Awards are an opportunity for the community to celebrate and recognise Ballarat’s many young people who volunteer and participate in the community. 

This year there are 16 awards for people aged between 12 and 25, two of the awards are also available for people aged over 25 years.

The major awards are the City of Ballarat Award (12-17 years) and City of Ballarat Award (18-25 years). A person nominated for these awards does not need to be a high achiever, but someone who has consistent and genuine efforts in various aspects of their life.  This may include education, employment, community involvement or supporting peers. Nominees for all Youth Award categories are eligible to win the City of Ballarat Awards.

City of Ballarat will launch its new TravelSmart Map at the Canadian Creek Trail, tomorrow, Tuesday, 10 August.

A partnership between the Victorian Government and the City of Ballarat, the map was developed as a guide to sustainable transport in Ballarat.

The TravelSmart Map details Ballarat’s walking and cycling networks, as well as providing Ballarat's bus routes and the Wendouree to Melbourne V/line train service.

People and Communities Councillor Mark Harris said the new map will make sustainable local travel easier and more enjoyable.

“With more than 55 percent of car trips less than 5 kilometres, the City of Ballarat is pleased to launch the Ballarat TravelSmart map to encourage people to choose more sustainable travel options such as cycling, walking or bus.

“The map of Ballarat details the city’s extensive network of bike lanes and walking tracks. There is great information on safe cycling including road rules, roundabouts and car doors, as well as tips for cycling at night and in traffic.”

The TravelSmart Map also caters for visitors to Ballarat, featuring information and directions to the city’s excellent recreational and sports rides as well as general tourist information.

Destinations and Connections Councillor Samantha McIntosh said the TravelSmart Map is a valuable resource for tourists.

“Visitors to Ballarat will enjoy discovering our great city on foot and on bike. There are easy-to-follow bike routes around all areas of the city, such as the Ballarat Heritage Ride, which takes travellers to some of Ballarat’s most important historical sites and past our pleasant streetscapes, as well as the Yarrowee River Trail, Ballarat-Skipton Rail Trail, and Ballarat to Buninyong Loop.

“In addition, the map features public transport information including V/Line’s train service and the city’s bus routes.”

The City of Ballarat developed the map in conjunction with TravelSmart and the Ballarat Bicycle Users Group.

A behaviour change tool designed to support delivery of TravelSmart initiatives, the map will assist Ballarat residents and visitors to the area make informed travel choices.

TravelSmart is an initiative of the Victorian Government and aims to reduce people's dependency on cars and encourage them to help the environment and reduce their carbon footprint by choosing more sustainable transport options.

The City of Ballarat is also promoting the new signage that has been installed along the Canadian Creek Trail as part of the Ballarat First TravelSmart Community project. 

The recently installed directional signage along the Canadian Creek Trail includes distances to and from the University of Ballarat.

In 2008, the City of Ballarat partnered with the University of Ballarat in a three-year project to encourage users of the Geelong Road to reduce dependency on cars and use more sustainable transport. The objectives of the project are:

  •  Reduce traffic congestion
  • Improve pedestrian & cyclist safety
  • Reduce greenhouse emissions
  •  Reduce the impact of carparking on amenity
  •  Promote health and well-bring by greater participation in walking and    cycling.

Organisations participating in the program are University of Ballarat, City of Ballarat, Ballarat Community Health Centre, Mt Clear College, Mt Clear Primary School, Emmaus College and Damascus College.

The Ballarat TravelSmart Map is available at Ballarat’s Visitor Information Centres, Town Hall, Ballarat Railway Station and the University of Ballarat. The map has also been distributed to Information Victoria and the Metshop in Melbourne.

HERITAGE WEEKEND A SUCCESS

A report to go to an Ordinary Meeting of Ballarat City Council tonight (11/09) endorses the success of the 2010 Ballarat Heritage Weekend event.

Ballarat Heritage Weekend was held over the Mothers Day weekend Saturday 8 and Sunday 9 May, 2010. It is the third time the event has been held in Ballarat.

The Council report highlights a 25 per cent increase in visitation in comparison with the 2009 Ballarat Heritage Weekend event. 8,465 people attended the two day event with 40 per cent coming from outside of Ballarat, indicating a positive balance between community and tourist visitation.

The economic return was valued at almost $700,000.

City of Ballarat Portfolio Councillor for Destination and Connections Samantha McIntosh said Heritage Weekend was a hallmark event within Council’s Festivals and Events Strategy.

“Since its inception in 2008, Ballarat Heritage Weekend has continued to grow in stature and in visitation.

“The event is a perfect fit for Ballarat. It promotes our city’s heritage assets, builds on our city’s tourism strengths and draws on the support of local community and volunteer groups for their expertise.  

“This year’s Travel and Tourism theme provided fresh appeal to the event offering. The unique range of vintage collections along with the steam train rides to Lal Lal proved to be an overwhelming success.”

A high level of satisfaction with the event was achieved with 93 per cent of respondents indicating the event delivered to, or exceeded their level of expectation. 88 per cent indicated that they were likely or very likely to return to future Heritage Weekend events. 

Over 36 venues participated in this year’s event with a number of additional venues already having expressed interest in being involved in the 2011 event.

 

WESTERN HIGHWAY ACTION COMMITTEE CALLS FOR BI-PARTISAN FUNDING COMMITMENT TO BALLARAT - STAWELL DUPLICATION

Western Highway Action Committee calls for bi-partisan funding commitment to Ballarat – Stawell Duplication

The Western Highway Action Committee (WHAC) has called on the Federal Government and the Federal Liberal Opposition to make a firm commitment to ongoing funding for the Western Highway duplication from Ballarat to Stawell.

WHAC Chair and Ballarat City Councillor Noel Perry said it was the Committee’s understanding that $900 million was needed to complete the duplication of the highway between Ballarat and Stawell.

“At present there is a commitment of $505 million from governments to the project.  On our calculations that will only take the duplication from Ballarat to somewhere between Buangor and Ararat.

“We are calling on both the Federal Labor Government and the Liberal Opposition to commit to funding the completion of the duplication to Stawell,” Cr Perry said.

“Both parties need to make ongoing commitments to the project so that state authorities can proceed with confidence to complete the work in the shortest possible timeframe.”

Cr Perry said the full duplication of the highway between Ballarat and Stawell would improve road safety and bring significant economic, environmental and social benefits to the broader region.

FEDERAL GOVERNMENT ANNOUNCES $100,000 FUNDING FOR BALLARAT CCTV

Ballarat City Council Chief Executive Officer Anthony Schinck said the Federal Government’s announcement of $100,000 in funding for Ballarat’s CCTV program was a boost for community safety in the city.

Mr Schinck welcomed the funding, saying it would complement the $200,000 Council had set aside in its own budget for community safety initiatives.

“This $100,000 will go towards implementing a second phase of the camera system that will significantly extend the system’s coverage,” Mr Schinck said.

“The funding will also allow Council to free up other resources which can be used to implement a range of key community safety initiatives.”

An evaluation of the operation of the first stage of Ballarat’s CCTV system will be considered by Council later this month.  The report considers the effectiveness of the current system as a crime detection tool.  It goes on to look at the potential roll out of future cameras in the late night entertainment precinct.

Chair of the Ballarat City Safe Working Group Cr Des Hudson welcomed the funding and acknowledged that Council was about to consider the CCTV Evaluation Report.

“The introduction of CCTV within the late night entertainment precinct has been a key community safety initiative over the last year.

“This report provides Council with an opportunity to consider the first twelve months of having camera coverage within the precinct and explore options for future expansion.”

 

DYNAMIC PLAN FOR CENTRAL HIGHLANDS REGION LAUNCHED TODAY

The Central Highlands Regional Mayors and CEOs Forum will launch its innovative plan for the success of the region in Beaufort today, Thursday, 12 August.

The Central Highlands Regional Strategic Plan is a clear, concise snapshot of the Central Highlands, and details the key strengths as well as immediate and long-term challenges facing the region.  It will support the existing regional lifestyle in the region and drive successful development to 2030 and beyond.

Mayors, CEOs and Councillors of the Forum’s eight municipalities will gather in Beaufort this morning to officially launch the strategic document and hand-deliver a copy to the State Minister for Regional and Rural Development Jacinta Allan.

The Central Highlands Regional Mayors and CEOs Forum consists of eight municipalities: City of Ballarat, Pyrenees Shire Council, Golden Plains Shire Council, Ararat Rural City Council, Moorabool Shire Council, Central Goldfields Shire Council, Hepburn Shire Council and Northern Grampians Shire Council.

Chair of the Forum and Mayor of the City of Ballarat Cr Judy Verlin said the Central Highlands Regional Strategic Plan is a vehicle for the collective aspirations of the communities across the region.

“The Central Highlands regional municipalities have for many years engaged in open and fruitful discussion on a diverse range of regional challenges.  We are committed to delivering on common goals, projects and infrastructure designed to preserve the unique lifestyle of the region, while driving sustainable growth.

“Each Council brings to the table an intricate knowledge of their individual municipality and together, we have developed a collective understanding of the wider issues facing the Central Highlands and regional priorities for future development.”

Mayor Verlin said the Central Highlands Regional Strategic Plan provides a roadmap for State and Federal Government investment.

“As a region, we are in regular discussion with State and Federal Governments regarding the successful partnerships to fulfil the bright future of the Central Highlands.  The Plan is a compelling, well researched proposal for investment in the region and clearly documents innovative projects that are ready for immediate funding.

“Our municipalities share a common vision for the development and enhancement of regional services and infrastructure and we invite State and Federal Governments to work with us to deliver on the Plan for the people of the Central Highlands.”

The Central Highlands Regional Strategic Plan is a detailed map that will guide the Central Highlands in its continuing role as a major contributor and leading region of Victoria well into the future.

CONTRACT AWARDED FOR SOCCER PRECINCT DESIGN

A $286,100 contract for the design and project management of stage three of the proposed Ballarat Regional Football (Soccer) Facility at Morshead Park has been awarded to K20 Architecture.

Stage three of the development will include a major regional sports pavilion, sports fields, lighting, car parks, landscaping and other associated infrastructure.

City of Ballarat Portfolio Councillor for Growth and Development Ben Taylor said Council was committed to developing Ballarat’s major sports precincts.

“It is exciting to see this major development progress to the next stage. With soccer being one of our city’s fastest growing sports it is important we have the facilities available to cater for this growth.

“Stage three will deliver a first class soccer facility which will be the home of soccer in Ballarat and the surrounding region.”

K20 Architecture has extensive local government experience having worked on projects in the City of Port Phillip, City of Greater Shepparton as well as a number of sports pavilion projects in the City of Moonee Valley, Cardinia City Council and the Southern Grampians Shire Council.

The design phase is expected to be completed late October 2010.

Stage two of the facility is currently underway and includes the construction of one synthetic soccer pitch with lighting and associated infrastructure. 

The development of the Ballarat Regional Football (Soccer) Facility is an outcome of the Ballarat Regional Soccer Facility Feasibility Study which was prepared by Council, Sport and Recreation Victoria and Football Federation South West Victoria in 2008.

 

STUDENTS GAIN INSIGHT INTO AVIATION INDUSTRY

Two local students are gaining an insight into the aviation industry as they undertake work experience at Field Air at the Ballarat Airport this week.

The two Year 10 students from Ballarat Grammar – Alexandra Lia and Jack Norman – are spending the week in Field Air’s Aircraft maintenance division.

Field Air Chief Engineer Cameron Wright said Field Air welcomes approximately six to eight work experience students into their workplace every year.

“The students learn basic skills valuable for anyone wanting to pursue a career in aviation regardless of whether they are seeking a career in maintenance or flying.

“Aviation is an exciting industry that really is a vital element of life in Australia.

“It doesn’t matter if the eventual career is as an aircraft engineer, military pilot, airline pilot, charter pilot, police air wing, air ambulance pilot or fire bombing or agricultural pilot. Australia relies on aviation for the support and development of our economy and for the often silent role played in the provision of emergency and essential services. 

“There are some fantastic career opportunities on offer and with an Airport right here in Ballarat it is a perfect opportunity for local students to learn more about the industry.

“As part of our ongoing work experience program we look forward to encouraging more students to consider a career in aviation.”

Chair of the Ballarat Airport Advisory Committee Councillor Samantha McIntosh said aviation was an important industry for Ballarat.

“Aviation plays a fundamental role in a regional city such as Ballarat. Our region relies on the Ballarat Airport for the provision of emergency services such as air ambulance and fire reconnaissance, as well as charter passenger services, aerial agriculture, pilot training and recreational flying activities.”

“The Ballarat Airport is home to a number of aviation businesses that make a considerable contribution to the Ballarat economy and to servicing community needs and as such, it’s important to support the growth of the industry in our region.”

“It is rewarding to see that our community’s young people can gain an insight into the industry right here in Ballarat.

“Council is currently revising the Ballarat Aerodrome masterplan which provides the development framework required to articulate our vision for the future of the airport.”

Both students are members of the Ballarat Air League and aspire to be pilots. As part of their experience the students will be given the opportunity to fly in an S.T. Aviation Training Academy (STATA) aircraft. STATA operates a flight training school for around 80 Chinese students from the Ballarat Airport.

Based in Ballarat, Field Air is involved in agricultural aviation throughout Australia and the Asia Pacific Region. Activities include aerial application of liquids and solids, locust control, firebombing and the import/export of Air Tractors – the aircraft used for agricultural spraying and fire fighting.

The Ballarat Airport is owned and operated by the City of Ballarat.

 

SUNWRAE TRIO TAKE UP RESIDENCE IN BACKSPACE

Rae Howell of the Sunwrae Trio has taken up residence in Ballarat’s new Backspace arts venue as part of Council’s new ‘Artist in Residence’ program.

The Sunwrae Trio will compose and rehearse in Backspace over the next two weeks.

As part of the residency the group is offering free music forum workshops for students to come and observe their composition, development and rehearsal process.

Ballarat Mayor Cr Judy Verlin said it was fantastic to see Council’s new Backspace arts venue and artist in residence program in action.

“To see a highly regarded group such as the Sunwrae Trio base themselves right here in Ballarat is recognition of the quality of this new and exciting addition to our city’s already thriving arts community.

“It is fantastic to see our local university students learn first hand the skills of the music and recording industry”.

The Sunwrae Trio will perform – ‘Between the Line and Spaces’ - the culmination of works developed during their residence. The concert will be held at the Helen McPherson Smith Theatre on Thursday 19 August at 7.30pm (doors open from 7pm).

The performance will be recorded by the University of Ballarat’s Live Production students who have been given the opportunity to ‘mic up’ the instruments and practise their recording skills. Tickets can be purchased at the door for $15 ($10 concession).

Sunwrae Trio has released albums including: Never Stops to Wait (2005), several Live CDs and DVDs from the Eavesdropping Concert and Art Exhibition Series (2003-2007), Autumn Never Fall, a 2009 studio album and Live at The Thornbury Theatre (released 2010).

The Trio have also performed at the Apollo Bay Music Festival, Bright Spring Festival (VIC), SxSW Festival (Austin TX) and Golden Plains Festival (VIC).

The Backspace Arts Venue opened last month. The venue will host a public program of exhibitions, workshops and artist in residence programs to showcase contemporary art, craft design and performance to celebrate arts and culture in our region.

The facility aims to actively engage the arts sector, interest groups and general public through the provision of innovative and socially relevant programs which not only profile local artists, but also showcase high quality contemporary art practice.

 

MAJOR CONSERVATION WORKS FOR EUREKA FLAG

‘...irreplaceable piece of European Australian history’

One of the most significant icons of the Eureka Rebellion, the Eureka Flag, is to undergo major conservation treatment to ensure its long-term preservation.

The Eureka Flag will soon be transported to Adelaide where extensive repair and restoration work will be undertaken by Artlab Australia, one of the nation’s leading textile conservation specialists.

City of Ballarat has received a permit from Heritage Victoria to undertake this important restoration of the flag.  The work is expected to take six months.

In April this year Ballarat City Council commissioned Artlab Australia to undertake a full assessment of the condition of the Eureka Flag.

The report from the company’s Principal Conservator Textiles, Kristen Phillips, described the flag as ‘arguably the most important historical textile in Australia’, and an ‘irreplaceable piece of European Australian history’(Artlab Australia ‘Condition Report Eureka Flag’, May 2010)

It also determined that extensive work was needed to stabilise the flag, to ensure its long term preservation and to improve its appearance.  The construction of a new, purpose-built, climate controlled display case for the flag is also recommended.

Mayor of Ballarat Cr Judy Verlin said the Eureka Flag continued to be valued by people of all ages and political persuasions as a potent symbol of Australian democracy.

“The Eureka Flag is one of the nation’s most important historical icons, it’s a national treasure.  The flag is more than 150 years old and it’s extremely fragile.  Expert analysis has determined that steps must be undertaken to preserve it,” Mayor Verlin said.

Mayor Verlin said Ballarat takes its role as custodian of the Eureka Flag extremely seriously.

“As the iconic symbol of democracy in Australia, we are absolutely committed to the Eureka Flag’s long-term preservation for future generations.”

“The last significant restoration work on the Eureka Flag was in 1973 and conservation techniques have advanced considerably since then.  Expert conservators have recommended that if the integrity of the flag is to be preserved it should undergo full and comprehensive conservation treatment using the best treatment processes, skill and materials available,” Mayor Verlin said.

“We’ve been advised that the proposed treatment will ensure the longevity of the flag and substantially improve its visual appearance when on display.”

‘It is strongly believed that changing the present system for lining and display will improve the physical stability, aesthetic and visual interpretation, environmental conditions and provide better and more benign materials for the flag. This flag is of such importance that compromise that might be acceptable for items of lesser importance may not be acceptable in this case. The key works will involve:

  • Replacement of a polyester backing that was added to the flag when it was last repaired in 1973.  ‘The backing fabric is incompatible with the flag’s original materials, making it impossible for the flag and lining to expand and contract at the same rate in response to changes in temperature and relative humidity’(Artlab Australia ‘Condition Report Eureka Flag’, May 2010).

 

  • Replacement of the timber backing board.  ‘As timber is an acidic material the flag is presently at risk of acids migrating into the original fabric as the type of coating on the timber back board is unconfirmed and unknown. Acids can lead to weakening and breakage of threads, staining, and the general acceleration of degradation processes. The backboard is also not padded and the flag sits directly on the timber’ (Artlab Australia ‘Condition Report Eureka Flag’, May 2010).

 

  • Consideration of a new display case.?  ‘a new climate controlled display case that provides temperature and relative humidity control with low oxygen will allow the flag to be kept in the environmental conditions that will significantly reduce rates of deterioration. Low oxygen also reduces the risk of insect attack. As the flag is constructed from fabrics that contain wool it is a high risk for insect attack’ (Artlab Australia ‘Condition Report Eureka Flag’, May 2010).’

The Eureka Flag was flown by the diggers at the Eureka Stockade on December 3rd1854.  Legend has it that following the short but bloody battle at the Stockade the Eureka Flag was souvenired by Trooper J King.  In 1895 Trooper King’s widow agreed to lend the flag to the Ballarat Fine Art Gallery.  The Eureka Flag was placed on permanent display in the 1970’s and was gifted to the Gallery by the King Family in 2001.

The cost of the restoration work will be met by City of Ballarat and the National Museum of Australia in Canberra.

Cycling enthusiasts are being encouraged to avoid the traffic and the crowds and travel by luxury coach to the UCI Road World Championships in September.

Ballarat City Council has teamed up with local bus company Ballarat Coachlines to offer a return shuttle bus service from Ballarat to Geelong during the Championships.

Residents can take the opportunity to be dropped off at the door, take their bike for free and enjoy free bike and luggage storage on arrival in Geelong.

Destination and Connections Portfolio Councillor Samantha McIntosh said the shuttle bus would encourage cycling enthusiasts to base themselves in Ballarat for a full week of cycling action.

“With five days of cycling action to be held right here in Ballarat, we expect a large contingent of cyclists and spectators to stay on in Ballarat and utilise the bus service to travel down to Geelong for the World Championships.

“With the event coinciding with the school holidays it is a great opportunity for families to pack their bikes, avoid the stress of the traffic and enjoy all the excitement of this prestigious cycling event.”

Ballarat will host the 2010 Australian Masters Road Cycling Championships and Herald Sun World Cycling Classic Ballarat in the lead up to the UCI Road World Championships.

The Masters are being held from Friday 24 – Tuesday 28 September, with the Classic to be held on the Masters rest day, Sunday 26 September at Buninyong, on the renowned Australian Championship circuit. The UCI Road World Championships will be held in Geelong from Wednesday 29 September to Sunday 3 October.

Return tickets will cost $35 for adults and $25 for children.

COUNCIL NOMINATES FOR PLANNING EXCELLENCE AWARD

Ballarat City Council has nominated for the prestigious Planning Industry Association 2010 Planning Excellence Victoria Awards.

Council has entered the Heritage category for the development of the Preserving our Heritage Strategy.  Adopted by Council in April this year, the strategy implements an innovative approach to heritage preservation which is creative, holistic, preventative and positive. 

The Awards recognise innovation, achievement and excellence in urban and regional planning. The entries must demonstrate a contribution to liveable communities, excellence in planning and grounding in the triple bottom line of economic, social and environmental sustainability.

There are 16 award categories. A winner and commendation may be awarded in each category. The awards will be judged by a panel of industry peers.

A written application was submitted by Council last week, with a verbal presentation to be made by Council staff in the week commencing 13 September. 

The winners will be announced at the official awards presentation ceremony on Friday 15 October at 6pm.

Victorian Award winners will go on to compete at the National Awards for Planning Excellence. The National Awards recognise and acknowledge quality, innovation and excellence in planning throughout Australia.

In partnership with the community, key outcomes of the Preserving our Heritage Strategy to date include the Ballarat Heritage Awards, St Nicholas Church restoration, Learmonth Hall restoration, Heritage for our tomorrow brochure, Ballarat’s heritage studies included on the Victorian Heritage database, new terms of reference and membership for the Ballarat Heritage Advisory Committee, funding provided for a new Preserving Our Heritage Together pilot grants program, heritage workshops, an increase in pre-application planning meetings with Council’s heritage advisor, reduction in VCAT referrals  and the commencement of beautification works in the CBD.

TRY CHI FOR FREE IN BALLARAT'S CBD

Local residents will soon be able to try Tai Chi for free as part of the City of Ballarat’s CBD Strategy.

Tai Chi classes will be held in the 400 block of the Sturt Street gardens before work and during lunch time as a key outcome of the CBD activation strategy.

As part of the development of a program of CBD activation events, a series of trial events is being developed, of which, Tai Chi classes is one.

City of Ballarat Portfolio Councillor for Growth and Development Craig Fletcher said it was fantastic to see one of the immediate outcomes of the CBD Strategy being rolled out.

“One of the key priorities of the CBD Strategy was to generate a vibrant street environment in the centre of Ballarat. 

“Whilst these Tai Chi sessions are only being offered as a trial at this point in time, if successful, Council hopes to develop an expanded program of events that are offered on a permanent basis.

“The CBD Strategy may be a long term plan but this is one of the immediate outcomes Council can facilitate so the CBD can come to life.” 

Aimed at beginners, the classes will be run by Ballarat’s Kung Fu Academy. Participants must be over the age of 18 years of age to register.

Two four-week classes will be offered. The lunchtime class will be held every Tuesday for four weeks commencing on 7 September from 12.30pm until 1pm. The morning class will be held every Thursday for four weeks commencing on 9 September from 7.30am until 8am.

LEARMONTH HALL RESTORATION NOW COMPLETE

Learmonth’s Shire Hall has been given a facelift, thanks to a partnership between Ballarat City Council, the Learmonth and District Historical Society and the Federal Government’s Jobs Fund program.

A $129,091 grant from the Australian Government’s Job Fund was put towards the renewing of conservation techniques and skills in local tradespeople by protecting, conserving and interpreting the former Ballarat Shire offices.

Materials were sourced locally and work was undertaken by a multitude of tradespeople and apprentices, giving local contractors an extensive amount of experience in heritage conservation and a great deal of stimulus to the local economy. 

The project involved re-stumping, carpentry, bricklaying, joinery, roofing, plumbing, painting, interior decoration, plastering, electrical, pest control, excavation and ground works, tree felling and stump removal, glazing, project management, waste removal and scaffolding.

Ballarat Mayor Cr Judy Verlin said the Learmonth Hall restoration project was another practical example of Council’s Preserving our Heritage Strategy.

“It is fantastic to see such a wide range of local tradespeople coming together to protect, conserve, restore and promote this important heritage building. 

“The work has ensured the building is more useable, prevented a case of neglect that would have lead to its demolition and provided employment in the Learmonth community.

“I look forward to seeing this restored facility used by the local community well into the future.”

The Learmonth and District Historical Society will use the refurbished building to offer a historical research service to both the local community and visitors and interpret the history of the area with an emphasis on the history of the Ballarat Shire.

The entire project was filmed and documented to be used as a reference when similar conservation works are undertaken in future.
