Ballarat Central Business Area (CBA) Car Parking Strategy
The City of Ballarat has developed a Parking Strategy for the Ballarat CBA. The draft Ballarat CBA Car Parking Strategy provides a detailed investigation into on-street car parking in the Ballarat CBA and the development of two separate Parking Precinct Plans.
The Draft Ballarat CBA Car Parking Strategy (PDF - 2543KB) is on public exhibition until Friday, 8 February 2008.
Objectives
The objectives of the Ballarat CBA Car Parking Strategy are:
- Identify existing parking issues and develop recommendations to resolve these;
- Promote a regime of parking restrictions that discourages the use of the private motor vehicle for commuter purposes (i.e. home to work) and encourage the use of alternate travel modes (public transport, cycling, walking etc); and
- Establish parking rates that more realistically reflect local conditions and develop parking precinct plans to manage parking in a precinct, rather than on a site by site basis. The revised parking rates should aim to support business development within the Ballarat CBA and encourage sustainable forms of transportation.

Disabled Parking Permit

If you reside in a street where there are parking restriction signs outside your house, you may be eligible for a Residential Parking Permit.To apply for the permit you need to:
- determine whether you are eligible by ringing Customer Service on 03 5320 5500
- download and complete a Residential Parking Permit - Application Form (29KB)
- attach proof of your vehicle registration containing your current address from VicRoads
- bring either your rates notice or rental agreement as proof of residence at that property
There is no fee for this permit and it is valid for two years - however, the date is not taken from when you receive the permit, they are issued on calendar year basis. Permits cease to be valid in the event of a change of vehicle ownership or change of residence by the person(s) in whose name(s) the permit was issued.

Parking Fines
If you have received a Parking Infringement Notice, the due by date to pay the fine is printed on the notice.You may pay the fine using any one of the following four payment methods:
- use POSTbillpay (billpay code 0314) - online at www.postbillpay.com.au, by phone 131 816, or in person at any Post Office
- by mail - return the infringement notice along with a cheque or money order to: City of Ballarat, PO Box 655, Ballarat Vic 3353 (do not post cash)
- in person - visit Customer Service at the Phoenix, 25 Armstrong Street South, Ballarat - Monday to Friday 8.15am to 5.00pm
- use eServices - online at the City of Ballarat eServices website.
You may appeal the penalty notice if you believe you received it in error, or you believe there is a problem with how the penalty notice was issued, then you should write a letter which contains:
- the infringement number
- your name and postal address
- an outline of your concerns
Time Limits
Time limits applied to parking spaces are necessary to ensure fair use and turnover of parking, allowing as many people as possible to have access to an area.A time limit applies not just to the bay in which you have parked, but to a section of road or area. Once the time limit has expired you are required to move your vehicle out of the area. Putting more money in the meter does not cancel your obligation to move once the time limit has expired. If you choose to stay longer than the time allowed you may be fined.
Parking Meters
If you park your vehicle where parking meters apply (refer to signs in area) or in a car park where ticket machines apply, you must have the correct amount of money with you to put into the meter or ticket machine (change will not be issued).There are various types of paid parking meters installed in Ballarat including mechanical meters, electronic meters, multi-bay meters and pay and display ticket machines.
To use a Pay and Display Ticket Machine:- walk to the nearest ticket machine
- insert required coin(s)
- push the button to print your ticket
- collect your ticket and place it on your vehicle dashboard, so all details on the ticket are visible from outside the vehicle
- note the parking space number on the footpath/roadway at the front of the bay you have occupied and walk to the nearest meter noting the directional arrow on the ground
- enter the number of your parking space on the keypad
- insert coin(s)
- note the amount of time you have available to park displayed on the meter
Faulty Parking Meters or Ticket Machines
If the meter or machine is not working or you notice a fault, please contact the telephone number located on the machine, alternatively, contact Customer Service on 03 5320 5500. Please note, if the meter or ticket machine is out of order, time limits still apply and will be enforced.Parking in the Central Business Area
Council endeavours to find an equitable and sustainable balance between providing sufficient short, medium and long term parking to meet the needs of residents, shoppers, workers and visitors while encouraging the use of sustainable transport modes such as public transport, cycling and walking.
On-Street Parking
There is a variety of short, medium and long-term free and paid parking available 'on-street' around central Ballarat.
Read signs carefully before leaving your vehicle and, if no signage applies, check for any other indication that the area is not suitable for parking, such as too close to an intersection, driveway, fire plug, nature-strip, dividing strip or letter box. Review Victoria's Road Rules if you are unsure.
